On May 19, 2025, at the invitation of the People's Government of Qinghai Province, Dai Bin, President of the China Tourism Research Institute, went to Xining to attend a symposium on "Qinghai Province Adhering to Ecological Priority and Green Development to Build an International Ecotourism Destination". Dai Bin put forward suggestions on the construction of an international ecological tourism destination in Qinghai from nine aspects: theory first, goal setting, route construction, urban nodes, project support, tourist satisfaction, and social education. Governor Luo Dongchuan of Qinghai Province attended the meeting to listen to opinions and suggestions, and delivered a special speech. Vice Governor Cheng Jiwei presided over the meeting. On May 20th, at the invitation of the Standing Committee of the Gansu Provincial People's Congress, President Dai Bin went to Lanzhou to give a special coaching report to the theoretical learning center group of the Party Group of the Standing Committee of the Gansu Provincial People's Congress. Dai Bin gave a systematic explanation on the theme of "Accelerating the Deep Integration Development of Cultural Tourism and Focusing on Building the Pillar Industry of Cultural Tourism", focusing on the new situation, new mainline, and new tasks of the tourism industry during the 15th Five Year Plan period. He also provided special guidance on the deep integration development of cultural tourism in Gansu Province. Ma Tingli, Deputy Secretary of the Party Group and Deputy Director of the Standing Committee of the Gansu Provincial People's Congress, presided over the meeting and delivered a special speech. Hu Zhuo, Deputy Secretary of the Party Group and Deputy Director of the Standing Committee of the Provincial People's Congress, Dai Chao, Deputy Director of the Standing Committee of the Provincial People's Congress, Li Dexin, Secretary General, and major leaders of the Gansu Provincial Department of Culture and Tourism and Gansu Provincial Culture and Tourism Group attended the learning meeting.
